[CANDLE BURNING OVERLAPS] Overlap meaning is not clear

Even after the clarification, overlapping condition of 3 candles has two different meaning hence two different answers are available. Consider A, B and C as candles, Does the case that “A” overlaps with “B” but none of them overlaps with “C”, satisfy the overlaping condition?

The conditions are met immediately when you start observing, at 12:00. You may wish to eliminate this answer by stating that the clocks begin their motion and THEN you start observing.
